Holding a Master’s degree in Philosophy and Communications, Nicolas Blain began his career in 1995, as Deputy Head of Cabinet for Raymond Barre, former Prime Minister, Deputy of the Rhône region, Mayor of Lyon. In 1999, he became Head of Cabinet for Jacques Barrot, former Minister, Deputy of the Haute-Loire region, Chairman of the Haute-Loire-General Council. He held this post until 2004. In 2005, Nicolas Blain was named Director for the Council for development of the Saint-Etienne Métropole. In September of the same year, Nicolas Blain became member of Jacques Barrot’s cabinet, consecutively Vice-President of the European Commission in charge of Transport, and then, Vice-President of the European Commission in charge of Justice and Home Affairs. He was in charge of the European Commission’s communication strategy. Nicolas Blain joined RATP Group in May 2010 as Chief-of-Staff to the Chairman and CEO and advisor for European Affairs. Since June 2013, Nicolas Blain has chaired the European Union Committee of the International Association of Public Transport (UITP).

Transport is responsible for around a quarter of EU greenhouse gas emissions. Currently, transport is the only sector that has not diversified to move away from the use of fossil fuels and the share of road transport energy consumption is continuing to grow. Simultaneously, the environmental impact and congestion are approaching intolerable levels in many places (in particular cities) in Europe.
